Our old winter weather friend is back...not the snow but the "Snow Boot!" These boots are functional if you live in the frigid and snowy climate of New York City. They are actually quite cute if wear them with a pair of leggings or a skinny pant. Other alternatives that are functional/affordable/and stylish would be the rain boot.
